From a support group of ten gay men living with HIV to a registered Community Based Organization this is the story of MOPLS.
Men For Positive Living Support (MOPLS) was founded by a group of gay, bisexual men (GBMSM) in Kisumu County living with HIV who experienced stigma, discrimination, and family rejection that hindered access to ART and retention in care. The group was formed to advocate for and promote access to quality HIV care and treatment services in Kisumu Central, West, and East Constituencies.
MOPLS successfully worked with 3 funders LVCT Health, Grant Hub, and UHAI-EASHRI marking a major milestone in its growth and sustainability. This validated MOPLS's community-driven model and opened new pathways for service delivery.
MOPLS transitioned from a self-help support group to a formally registered Community Based Organization (KSM CENTRAL/WINAM/CBO NO: 0097/018). The organization developed key governance documents: governance manual, HR policy, Board TOR, Safeguarding policies, finance and procurement policy, constitution and organizational profile.
MOPLS developed its first strategic plan, bringing together key stakeholders to define four priority areas: HIV prevention, capacity building, sexual and reproductive health, and human rights advocacy. The plan guided MOPLS through the COVID-19 recovery period and economic challenges.
Following an end-term review (ETR) of the first plan and with support from UHAI-EASHRI, MOPLS launched its second Strategic Plan anchored on four pillars: Quality HIV Services, Advocacy, Economic Empowerment, and Institutional Development. This plan aligns with SDGs and the 95.95.95 HIV treatment targets.
MOPLS continues growing its network, operating two Drop-In Centers (DICEs) in Kisumu and Sondu, reporting consistently to the Constituency AIDS Control Committee (CACC), and contributing data to Kenya's national grid advocating tirelessly for a healthy, stigma-free community.

MOPLS is the first GBMSM+ support group in Kisumu County, established in 2012 by community members living with HIV who saw the need for dedicated advocacy and support.

A community leader with ten years of advocacy for quality health services access among key populations in Kisumu County through community engagement. He has worked with various communities and has gained the trust and respect of those around him. An excellent communicator with a passion for helping others, proficient in conflict resolution, and a data security champion who navigates difficult situations successfully. He has been advocating for a stigma-free society so that specific populations can have quality health service provision.

Implements projects that enhance better health outcomes and the meaningful engagement of gay men, bisexual men, men who have sex with men, and male sex workers (GBMSM/MSW) who are living with HIV. He works for the reduction of stigma and discrimination against GBMSM/MSW living with HIV, and has conducted a project with the Center International Health Education and Biosecurity (CIHEB-KENYA) to promote comprehensive, evidence-based HIV prevention, care and treatment services in Kisumu East, West, Central and Nyakach Sub-County.

She supports the organization by ensuring accurate reporting and efficient use of funds to achieve its mission. She is passionate about leveraging finance insights to maximize impact and sustainability.

She has been at the forefront of advocacy for equal rights of women, girls and marginalized populations, and aspires to create an HIV/AIDS-free society where all persons are empowered to enjoy their rights and live optimal, productive lives.

With over ten years of experience in program implementation, Nixon's expertise manifests through extensive reproductive health and community development research and program development within a multidisciplinary context, working professionally in reproductive health, HIV/AIDS, advocacy, education, and economic empowerment.

A dedicated Monitoring and Evaluation (M&E) expert with over seven years of experience specializing in health projects. He designs and implements comprehensive M&E plans, ensuring accurate data collection and analysis, with a background in Economics and project management. He has made significant contributions addressing TB, Malaria, and HIV prevention, developed robust data management systems, and mentored Civil Society Organizations in organizational development and advocacy.

Strategic Priority Area One
Our core program promotes access to HIV prevention, care, and support services with great attention to the GBMSM+ in Kisumu Central, West, and East Sub-Counties. We provide Peer education, Condom education, Mental health sessions, Health education (IEC), TB & STI education, GBV prevention, Alcohol and drug abuse counselling, Community ART delivery, HTS, PEP, PrEP services, STI screening and treatment, and Condom distribution. We also address violence response through advocacy for social norms and discrimination reduction at community level.

Strategic Priority Area Two
We empower MOPLS and stakeholders towards effective service delivery. This includes strengthening financial resource mobilization, enhancing procurement and asset management systems, reviewing organizational policies, recruiting and retaining qualified staff, and building beneficiary capacity in advocacy, life skills, and income-generating activities (IGA). Social behaviour change communication, human rights events, SRHR services, and identification and participation on relevant policy development including resource allocation are key activities.

Strategic Priority Area Three
We strengthen sexual and reproductive health services across our target sub-counties. Our Drop-In Centers (DICEs) in Kisumu and Sondu provide STI/HIV testing, condoms, PrEP, and educational resources. Economic empowerment activities include: identifying groups and beneficiaries for mapping, conducting trainings and sensitization on business opportunities and entrepreneurial skills, supporting community-led support groups and individuals, and strengthening linkages for start-up capital and other opportunities.

We promote human rights advocacy engagement towards organizational visibility and effective programming. We conduct stigma and discrimination reduction campaigns, promote and participate in human rights events, influence availability and accessibility of SRHR services and commodities, and identify and participate on relevant policy development. We also engage stakeholder sessions, lobby on key issues affecting key and vulnerable communities, and prioritize issues for the advocacy agenda through presentations of findings.

We engage communities as active monitors of health service delivery through participatory mechanisms that promote transparency, responsiveness, and equitable access. This includes community scorecards, citizen feedback forums, and interface meetings between service users and health providers to address barriers faced by GBMSM+ and other key populations. We also identify and participate in relevant policy development including resource allocation and utilization to build beneficial partnerships.

Strategic Priority Area Six
We leverage digital tools and health data systems to strengthen evidence-based programming and organizational learning. Data flows into government systems like COBPAR and MOH 711 with summary reports submitted to donors. This includes supporting beneficiaries and staff in using digital health platforms for appointment reminders, ART adherence tracking, and service linkage. We champion responsible data governance ensuring community data is collected with informed consent, stored securely, and used ethically.

Special Project Empowering GBMSM Living with HIV through Smart Agriculture in Peri-Urban & Rural Kisumu County
MOPLS proposes a community-led smart agriculture initiative to improve food security, income generation, treatment adherence, and resilience among Key Populations (KPs) living with HIV in peri-urban and rural areas of Kisumu County. The project responds to growing economic vulnerability, food insecurity, unemployment, and treatment interruption among KPs resulting from funding cuts, poverty, family rejection, social norms, and limited livelihood opportunities.
The project will train 200 GBMSM living with HIV and the broader LGBTIQ+ community on climate-smart and technology-driven agricultural practices, establish 5 demonstration smart farms managed by community members living with HIV, strengthen market access, and promote inclusion in local agribusiness value chains. Through low-cost irrigation systems, digital learning tools, mentorship, and linkage to markets and financial services, the project creates sustainable livelihoods while improving health outcomes and treatment adherence.

MOPLS Strategic Plan II focuses on four pillars to guide program implementation, management, and organizational growth for key and vulnerable communities in Kisumu County.
The reviewed Strategic Plan sets out MOPLS's priorities for the period 2025–2027. The identified key pillars are based on reflection on current and past interventions, and analysis of both internal and external environments in which the organization operates.
